The City Council on Monday approved a $4.8-million rehabilitation plan for a high-density neighborhood.

About 4,000 people live in 527 apartments--most of which have one bedroom--in the area around Minnie Street between Grant and McFadden streets. The area is known for heavy gang and drug activity.

Called the Cornerstone Village Project, the council agreed to spend redevelopment money if 90% of the property owners are willing to pay for some improvements and keep down overcrowding.
