The Tustin Unified School District voted 3 to 2 Monday in favor of finalizing a zero-tolerance policy that allows administrators more flexibility when disciplining students caught possessing or using drugs or alcohol.

Trustees Tammie Bullard and Jonathan W. Abelove dissented. The policy will allow middle and high school principals to recommend, on a case-by-case basis, whether a student should be transferred. The Student Placement Review Committee, which is a panel of administrators that review disciplinary cases, makes the ultimate decision.
