Otero-Smart to Succeed Howells at Mendoza, Dillon

* Ingrid Otero-Smart has been named president and chief operating officer of Mendoza, Dillon & Asociados Inc. in Newport Beach.
She joined the company in 1987 and has led the client services and new business teams for the last five years.
Otero-Smart succeeds Robert Howells, who will continue as chief executive.
* Andrea Russell has joined the Irvine office of KJM & Associates in Irvine as regional marketing coordinator. She had been business development coordinator for Dahl, Taylor & Associates Inc.
