LAKE FOREST

The unincorporated communities of Foothill Ranch and Portola Hills are expected to become part of Lake Forest on Tuesday, barring an unforeseen outcry from residents.

The city’s efforts to annex the east-side communities date back about seven years. The city acquired the east-side commercial district in two previous annexations this year and in 1998.

The City Council will meet Tuesday to hear any protests from residents opposed to joining the city.

The council will meet at 7 p.m. at Lake Forest City Hall, 23161 Lake Center Drive.
