* The Federal Communications Commission can move ahead with plans to reauction 63 wireless telephone licenses previously held by bankrupt NextWave Telecom Inc., a federal appeals court ruled. The 2nd U.S. Circuit Court of Appeals overturned a January ruling by U.S. Bankruptcy Judge Adlai S. Hardin that had blocked the FCC from holding a scheduled July 26 auction of the licenses. NextWave agreed in 1996 to pay $4.7 billion for the licenses but defaulted on its payments and filed for Chapter 11 bankruptcy protection.

* Ford Motor Co. and Mazda Motor Corp. said they are laying off 945 employees, or a third of the work force, at their joint-venture plant in Flat Rock, Mich., citing slow sales of the Mercury Cougars and Mazda 626s the plant makes. Ford, which owns a 33.4% stake in Mazda, said it will likely offer many of the workers transfers to Ford plants.

* General Motors Corp.’s Saturn unit said it’s laying off 490 workers, or 20% of the employees at a Delaware plant, for an indefinite period as slow sales of the L-series sedans and wagons force the division’s first-ever layoffs.

* Columbia/HCA Healthcare Corp., the nation’s largest hospital chain that’s battling to restore its credibility amid billing fraud charges, is changing its name to HCA -- The Healthcare Company, effective immediately.

* Saks Inc. said it will close one of its Parisian stores in Orlando, Fla., which employs about 140 people, because it was performing poorly.
