From Times Wire Reports

Census-takers missed more than 12 million people on the first go-round in China’s nationwide head count, prompting the government to urge local officials not to meddle, the state-run China Daily reported. Census-takers didn’t count 10 million people in the southern province of Hunan and 2 million in the central province of Shaanxi, the newspaper said. It did not explain the errors. Some local officials have taxed farmers with census fees--a move that would discourage participation among the rural poor.
