The way Alan Silcock remembers it, the idea started out as a casual discussion to do something to honor the service of Councilwoman Jan Debay.
But the president of the West Newport Beach Assn. discovered something interesting: Everyone who heard about the event for Debay wanted to get on board.
And so on Thursday night, a conference room at the Balboa Bay Club was packed with people who had come to pay tribute to the woman who spent the last eight years representing the council’s 2nd District.
In attendance were most of the City Council, police and fire officials, representatives of the Irvine Co. and county supervisor Tom Wilson.
