* Once upon a time, our current Board of Supervisors voted to begin a new empire by merging two departments (social services and mental health). It was a dream turned nightmare.

The federal government wanted the county to follow the laws of the land. There are very specific laws for billing mental health services. Alas, Ventura County had a unique, creative way of billing the federal government.

“Caught,” the federal government said. “You have blundered and must repay the money you billed incorrectly.”

The merger ended; Ventura County was deeper in debt! Freeze jobs, don’t hire new employees, tighten the belt, we’re out of funds. Out of money, except for a pay increase for the Board of Supervisors. How to make all the problems go away? Wishes and magic! Use the tobacco funds. You won’t owe any money, and the nightmare should disappear.

The never-ending tale continues:

The county slides another one past the taxpayers. Swiftly pass a flexible health benefits policy, no discussion. Best of all, it won’t cost the county any money. More creative financing: 5% of (no cost) equals zero increase to taxpayers. Wishes and dreams--ah, Ventura County.
