The Northwood Point community will be completed without a neighborhood shopping center.

The City Council last week approved a change in zoning to allow 117 detached condominiums to be built where a 150,000-square-foot shopping center was planned on 13.4 acres at Culver Drive and Portola Parkway.

City planners said that even with the additional 117 homes, the Northwood Point development would fall 953 homes short of the 2,885 originally approved for the community.
