President Clinton signed two spending bills Friday, allocating $106 billion to fund housing and veterans programs as well as research aimed at reducing air pollution and finding new energy sources.

“There’s no great secret to getting things done around here. When we put progress over partisanship, we get results,” Clinton said after signing the budget bills.

The legislation will provide funding for 79,000 housing vouchers to help people move from welfare to work. There also will be nearly $4 billion for the Environmental Protection Agency and $118 million toward restoring the Florida Everglades.
