A county association that helps developmentally disabled people has selected a 35-year volunteer as its new president.

Celso Ovalle was asked last week to lead the board of directors of ARC-Ventura County, formerly known as the Assn. for Retarded Citizens. He has served as the organization’s top leader twice before, in 1972 and 1990.

Ovalle, a retired engineer at Point Mugu Naval Weapons Station, said he wants to improve the organization’s outreach in the Latino community and increase the agency’s membership.

He also hopes to establish more programs in the eastern portion of the county.

ARC-Ventura County was established in 1954 by a group of parents in Santa Paula. The agency serves 900 adults with 44 programs, including group homes and jobs.

Ovalle replaces Shirley Dove, who resigned as president to move with her family to Colorado.
