North Korea’s top envoy arrived in Seoul for a four-day visit in which he is expected to discuss arrangements for a trip to the South’s capital by the Stalinist North’s leader, Kim Jong Il. The arrival of Kim’s personal emissary follows Sunday’s announcement that the two Koreas will for the first time march as a single delegation at an Olympic opening ceremony in Sydney, Australia, on Friday night, the latest sign of warming ties between the longtime foes. Kim Yong Sun, secretary of the North’s Korean Workers’ Party, flew to Seoul’s Kimpo Airport on a direct flight from Pyongyang, the North’s capital, with six other delegates.
