Poor 2-Parent Homes on the Rise

A greater percentage of poor children are living in households with two adults, according to two recent studies.

The Center on Budget and Policy Priorities reported that the proportion of black children living with two married parents rose from 34.8% to 38.9% from 1995 to 2000. The analysis of Census Bureau data showed that even the improved numbers were still far below those of white and Latino children--78.2% and 66.2%, respectively.

An Urban Institute study found that the proportion of single parents on welfare who reported living with a partner had doubled, from 7% to 14%, from 1997 to 1999. The survey suggested the change is consistent with 1996 welfare reforms, which allow more two-parent families to qualify for benefits.
