Milosevic on Trial

Is Slobodan Milosevic “mad” to defy the Hague Tribunal (“For Milosevic, to Win Is to Lose,” Opinion, Aug. 26)? Perhaps, but Milosevic has a better understanding of international law than does M. Gregg Bloche. Not only was Milosevic illegally extradited from Yugoslavia, in flagrant breach of the Serbian and Yugoslav constitutions, but the legal status of the Hague Tribunal itself is questionable, as it was set up by the U.N. Security Council and not by the General Assembly, as is required. Many experts in international law are not sure what kind of animal the Hague Tribunal actually is.
