Britain Adds to Cloning Restrictions

British lawmakers have approved an emergency bill barring scientists from using cloning techniques to produce babies, and Queen Elizabeth II is expected to approve the measure next week.

The Human Reproductive Cloning Bill, which cleared the House of Commons on Thursday, prohibits planting cloned embryos in a womb.

It was rushed through the legislature after the High Court ruled this month that the government has no control over the use and research of embryos created by cloning, only those made by fertilization.

The queen’s approval is considered a formality.

Scientists could still use cloning in stem-cell research.
