The U.S. 9th Circuit Court of Appeals on Thursday reinstated a lawsuit challenging a city law regulating campaign contributions.

The Lincoln Club of Orange County, a political action committee, sued Irvine over the regulation, which limits individual and group contributions to $320 for each municipal election cycle.

In the November 1998 and 2000 municipal elections, the club was prohibited from spending money for or against Irvine candidates because of a quirk in the law, which deems the club’s $2,000 annual membership fee as a contribution.
