Officials reported a low turnout for rerun elections in northern Ivory Coast after a call for a boycott by an opposition party whose supporters disrupted voting in December. “Turnout was very poor, as low as 5% in some areas,” said Kossonou Yao, an electoral commissioner. The poll in the Muslim north took place under the eyes of thousands of soldiers brought in to prevent violence.
