City Loses Power and Water Over Unpaid Bills

A utility cut service to a poor mining town because of unpaid bills, leaving 56,000 residents without power or water for a second day.
Utility company Dalenergo said it shut off power in Partizansk because the city in Russia’s Far East had run up a $3.4-million debt for electricity. The company also cut off daytime power to water pumps in the region, affecting Partizansk and Nakhodka, a city of 180,000.
