The average cost of a gallon of gasoline in Southern California rose 9 cents to $1.69 from mid-February to mid-March after five months of small but steady price declines, according to the Automobile Club of Southern California. The club provided Highway 1 with an erroneous report that was published last week, showing a continuing price decline. The monthly Fuel Gauge Report is based on a survey of 2,800 gas stations.
