* Newport Beach home builder Capital Pacific Holdings Inc. posted fourth-quarter net income of $5.5 million, or 40 cents a share. That was up 60% from $3.5 million, or 24 cents a share, a year earlier. Revenue rose nearly 36% in the latest fourth quarter, to $141 million.
