Alan Puzarne has been named chief executive of Cogent Healthcare Inc., a provider of inpatient-care management services based in Laguna Hills. He is a former senior vice president at Blue Shield of California.

Fred LeFranc, former president and CEO of Louise’s Trattoria restaurant chain, has been named executive vice president and chief operating officer of Ruby’s Diner, a Newport Beach-based restaurant chain operator of the same name.

Peter Salomon has been named controller of El Pollo Loco Inc., the Irvine-based restaurant chain operator. He is a former controller of Prandium Inc., operator of Koo Koo Roo and Hamburger Hamlet restaurants.

The Screen Actors Guild named Francesca Hickson as the union’s chief financial officer.

Hickson also will have the title of deputy national executive director for administration. She was formerly at technology company Metpa and Walt Disney Co.

Creative Artists Agency said it named Roger Fishman, formerly a marketing executive at News Corp., to lead the Beverly Hills talent agency’s consulting division.

Fishman most recently served as general partner and chief operating officer for EPartners, an entertainment and new-media venture capital firm in London that was backed by News Corp. and Softbank.

Santa Monica-based postproduction company Liberty Livewire Corp. has appointed Thomas Moyes chief financial officer and senior vice president of administration of the company’s network division.

Universal Studios Home Video also named Michele Bell vice president, creative services. Formerly of New Line Cinema Home Entertainment, Bell will oversee the creative aspects of various home video and DVD titles.

Suzanne Nuzzi has been promoted to senior vice president and chief financial officer in the Los Angeles office of money manager U.S. Trust.

Record company Gold Circle Entertainment has named Joel Habbeshaw vice president, rock formats promotion and marketing. Also, Gold Circle Entertainment has tapped Leslie Marquez as national director, pop and adult promotion.

Daniel Duir has joined West Covina-based accounting firm Parke, Guptill & Co. as a manager.
