State Says Cleanup of Oil Is Too Risky

The state says cleaning up a 63,000-gallon oil plume beneath the public pier is too risky.
Two agencies and the San Luis Obispo County Health Department said the oil buried in sand beneath the pier should be left alone because digging it up would cause too much environmental damage.
The oil lies below the high tide line and extends about 300 feet offshore. It was not removed during Unocal’s huge cleanup project in the downtown area.
