Coastal Panel Probing Tiny Water District

The California Coastal Commission is investigating a Del Norte County water district that for 14 years has collected taxes from property owners without providing water and sewer facilities.
The state attorney general and the Local Agency Formation Commission also are questioning whether the Pacific Shores California Water District is spending tax money legally.
Pacific Shores is a subdivision of 1,500 lots perched on sandy soils bordering Lake Earl and the ocean.
