Public health officials from around the country criticized as inadequate the Bush administration’s proposal for improving the nation’s ability to respond to bioterrorism.

The proposal is “not adequate,” said Mohammad Akhter, executive director of the American Public Health Assn. at the group’s annual meeting in Atlanta. “We need $1 billion.”

The administration has proposed spending $300 million for local and state hospitals, labs and health departments from a $1.5-billion emergency budget.
