Parents of Man Fatally Shot by Police File Claim
The parents of an Oxnard man fatally shot by police in May have filed a wrongful death claim against the city.
The allege that officers unnecessarily shot and killed Rutillo Castillo of Oxnard after answering a report that he was peering into apartment windows.
Castillo, 23, was shot three times by Officer Michael Robison after he walked toward the officer while holding a knife, police said.
Months earlier, police had placed Castillo on a 72-hour mental health hold after he came to the police station to report that someone was trying to kill him and refused to leave, according to a district attorney’s report.
The prosecutor’s office, which investigates all shootings involving police officers, concluded that the shooting was a justifiable homicide.
