* Susanville: Team handcar rides and races are among the highlights of the Rails-to-Trails Festival, Oct. 5-7. There’s also a chili cook-off, entertainment, arts and crafts, and a children’s area. * West Point: The Lumberjack Days festival will begin with a pancake breakfast ($4.50) at7 a.m. Oct. 6 and end with a country dance (8 p.m.-1 a.m.).
