Microsoft Corp. lost as much as $200 million from the sale of pirated software by counterfeiters arrested last week, FBI Director Robert Mueller said.

The arrests of 27 people in Northern California reflect a change in the business of software piracy.

“We’re seeing a migration of piracy from the old-fashioned retail system of selling on card tables to online,” said Bob Kruger of the Business Software Alliance, a nonprofit group that fights piracy.
