Government Signs Deal With U.S. on U.N. Court

East Timor has signed an agreement exempting U.S. military personnel from prosecution in the International Criminal Court, the State Department said.
The nation is only the third government to sign such a pact on the new court, which is to try genocide and crimes against humanity. The other nations are Romania and Israel.
The United States has refused to cooperate with the court on the grounds that its troops might face politically motivated prosecutions. It is trying to persuade nations to sign exemption deals.
