A group of landowners, eager to build homes in an area that lacks water supply, has offered to pay extra taxes to help Cambria draw up a plan to address the city’s water shortage.

Representatives of United Lot Owners of Cambria offered to form a district comprising about 1,000 lots so that members would pay a special tax. The group offered to pay about $2.5 million over a decade to help the city complete its water master plan. In its plan, the Community Services District has considered desalting ocean water and installing a reservoir.
