Massive Power Outage Hobbles Luzon Island

A massive power failure struck the main northern Philippine island of Luzon, disrupting trains, lighting, refrigeration and other services for millions of people, officials said.

An initial investigation showed a major transmission cable snapped in Quezon province, but officials said they could not rule out sabotage.

Aging power plants, theft of power cables and attacks by Communist and Muslim guerrillas have led to periodic massive outages.
