In his July 18 letter, James Buslepp states that because President Bush has succeeded in getting U.S. troops exempted from prosecution by the International Criminal Court they can now engage in genocide or other crimes against humanity with impunity.
U.S. troops are still covered by the Uniform Code of Military Justice, which is stricter on crimes than most countries. Even so, it is preferable to subject troops to this code rather than a court that makes its own laws, prosecutes them, issues a judgment and decides the punishment, all without being subject to appeal. I can’t think of anyone who would like being under the jurisdiction of such a court.
