Serbian leaders formally ended a boycott of Kosovo’s fledgling government and took an oath of office alongside their ethnic Albanian colleagues, the Yugoslav province’s U.N. administration said.

The Serbs swore to act “in the best interests of all the inhabitants of Kosovo without discrimination on any ground.”

Kosovo’s Serbs earlier had insisted on the establishment of a special ministry for refugee returns as a condition for entering the ethnic Albanian-dominated government. Instead, two new posts were created: an inter-ministerial coordinator for refugee returns and a senior advisor to the office of Kosovo’s U.N. governor.
