Decongestion Suggestion
Re “A Plan That Could Help Unclog the Freeways,” Feb. 25:
Proposition 42 misses the boat. Spending $36 billion of gasoline sales tax to build roads won’t solve congestion. There are too many cars.
The only thing that will work is to pay people not to drive. That is, direct the gasoline tax directly back to each of the 34 million people in California via an income tax rebate. Increase the rebate and the tax, dollar-for-dollar, until the roads decongest. Reduce congestion, clean the air, reduce car crashes. Everybody gets real money back. Everybody wins except for a few oil-well-owning Texans. I only know one, and he will do OK.
