From Times Staff and Wire Reports

The county grand jury has recommended that a sobering center be placed near UC Santa Barbara for drunk young adults as an alternative to sending them to County Jail.

The 18-member panel said a sobering center in the Isla Vista neighborhood would save money because sheriff’s deputies wouldn’t have to take offenders to jail.

The grand jury also wants drunk students to pay by cleaning Isla Vista streets of what the panel calls student-generated litter.

Of 1,437 people arrested or cited in Isla Vista from Sept. 9 to Oct. 31, 427 said they attended UC Santa Barbara; 203 attended Santa Barbara City College; and 322 said they were from other colleges. Sheriff’s officials say they are studying the proposal.
