The Orange County district attorney’s office said Thursday it will not file felony child-abuse charges against an Irvine man suspected of keeping a 12-year-old Egyptian girl as a servant, but he could still face other criminal charges.

The FBI has also opened an investigation into possible civil-rights violations by Abdelnaser Ibrahim, 41. Authorities said Ibrahim and his family had the girl live in their garage and do chores instead of go to school.
