British police charged three men with terrorism offenses, authorities said, but they declined to comment on a newspaper claim that the suspects had planned to release cyanide gas on London’s Underground rail system.

Scotland Yard said late Saturday that the men were charged under the Terrorism Act with “possession of articles for the preparation, instigation and commission of terrorism acts.”

Police sources said that the men were not charged with plotting a specific attack and that no noxious substance had been found.

Police said those arrested were Rabah Chekat-Bais, 21; Karim Kadouri, 33; and Rabah Kadris, in his mid-30s.

The Sunday Times newspaper said police arrested three men of Tunisian or Moroccan background who had planned to launch a cyanide attack on the Underground rail system.
