The head of the Los Angeles office of the Immigration and Naturalization Service announced Friday that he plans to retire Dec. 1.

Thomas J. Schiltgen has been district director of the regional office since 1999. Since then, the time required to process citizenship cases has been reduced from 24 months to six to eight months, the office said Friday. Schiltgen also oversaw the opening of Orange County and San Bernardino offices.
