Staircase at School Collapses, Killing 21

A staircase and its guardrail collapsed at a middle school while students were leaving, killing 21 children and injuring 47, the official New China News Agency said.
The accident in Fengzhen, in the Inner Mongolia region of northern China, happened Monday. Police said they had detained seven people, including school officials and a construction company boss, after their investigation found shoddy workmanship at the school.
When the railing and stairs collapsed, some children fell and were suffocated when others fell on top of them, officials said.
