Giuliani Offers Police Tips for Law and Order

Former New York Mayor Rudolph W. Giuliani, hired to help reduce crime in Mexico City, proposed actions that include higher pay for police but also requirements that they submit to drug and polygraph tests.
Giuliani’s consulting firm is being paid $4.3 million by businessmen in the city. Public Security Secretary Marcelo Ebrard said he would follow the advice.
