If the recall passes, could the new governor be elected by fewer voters than opposed the recall?
Yes. The recall requires a simple majority to pass, which means that Gov. Gray Davis would be ousted even if 49% of voters opposed the recall. But the winning candidate on the replacement ballot needs only a plurality of votes to win -- or one more vote than the second-highest vote-getter. With 135 candidates in the running to replace Davis, it is likely that no one of them will get more than 50% of the votes.
