Newspaper Executive Declines to Talk to SEC

Newspaper baron Conrad M. Black was called before the Securities and Exchange Commission but declined to answer questions about unauthorized payments he and other executives collected.
Spokesmen for Black and the SEC declined to comment.
Black stepped down last month as chief executive of Chicago-based newspaper publisher Hollinger International Inc. after an internal audit found that $32 million in payments, including $7.2 million to Black, were unauthorized.
