City Council Turns Over E-Mails to Settle Lawsuit

City Council members released a five-month collection of more than 200 internal e-mails as part of a lawsuit settlement to ensure more transparency in city government.
The San Jose Mercury News and the Palo Alto Weekly had sued last month, saying the city violated the state’s public-records and open-meeting laws.
In the settlement, the city promised to create a policy for making such e-mails public in the future.
