Either Boeing Co. or Lockheed Martin Corp. may be dropped as a cost-cutting measure from a program to develop a booster rocket for U.S. military satellites, according to Pentagon budget documents.

The Pentagon is reviewing whether to drop one company after 2004. Each has invested more than $1 billion in developing the rocket, which will be the military’s primary means for launching weather, communications, reconnaissance, eavesdropping and global-positioning satellites.
