Royalties Bill Fails to Gain Support
A bill to toughen penalties for record companies that shortchange artists on royalties hit a dead end in the California Assembly.
Its sponsor, Sen. Kevin Murray, a Culver City Democrat, said he would resume support for the bill next year. The measure passed the Senate but lacked support in the Assembly Arts Committee. Murray said he pulled it before a scheduled Assembly committee vote because summer concerts had made artists unavailable to lobby.
Record companies lobbied against the bill, saying they already had given artists more leverage in disputes.
