Moreno Valley OKs Creating Electric Utility

The Moreno Valley City Council voted 5 to 0 Tuesday to move forward with plans to create a municipal utility to provide power to new development within the city.

Under the 15-year agreement the council approved, ENCO Utility Services of Anaheim will run the utility -- maintaining power lines, reading meters, billing customers and other work -- and the city will buy the power and pay for delivery. Revenue will be split equally by ENCO and the city.

The utility is expected to be in business by Jan. 1.

The city is the furthest along among dozens across the region that considered starting their own utility following the energy crises that peaked in summer 2001 and sent bills skyrocketing.
