From Times Wire Reports

The first person known to have survived a trip down Niagara Falls without any safety devices will be charged with illegally performing a stunt, park police said. Kirk Jones, 40, of Canton, Mich., could be fined $10,000. Jones was not seriously injured but was hospitalized.

Brian Merrett, chairman of the Niagara Parks Commission, called the stunt “stupid.”
