A third top manager of the Department of Water and Power is leaving the agency in as many months, officials said Monday.

Gerald A. Gewe is retiring Feb. 1 as assistant general manager and chief operating officer of the water system, ending a 37-year career with the city.

Gewe came under fire earlier this year for the handling of a proposed 18% water rate increase, which was cut back to 11% by the City Council after it drew strong public opposition.
