From Times Wire Reports

Malik Saidullayev, the main rival to the Kremlin’s candidate for president of the breakaway Russian republic of Chechnya, was barred from running on a technicality. He said it was a sign that the poll would be biased.

The elections will determine a replacement for Akhmad Kadyrov, who died in a rebel bombing in May, the third Chechen president killed since 1991. The Kremlin favors Alu Alkhanov.
