Re “Bush Proposes Cuts in Medicare Payments,” July 28: It appears that cancer patients will be losing some prescription medicines and will be forced to go to hospitals instead of receiving treatment in their doctors’ offices, “forcing a dramatic change in care,” according to the article. (Of course, the government savings of $530 million next year is much more important than saving the lives of cancer patients.)

So with this proposal potentially affecting the quality of life of so many people, why did The Times bury it on Page 19 instead of displaying it prominently on the first page?
