Premier Discusses Goals in Legislature Session

Premier Wen Jiabao opened a 10-day session of China’s largely toothless legislature that will take up the Communist Party priority of enshrining the concept of private property in the nation’s constitution.
Wen pledged to boost incomes for rural Chinese and modernize the People’s Liberation Army, while predicting continued economic growth.
